«History of Morocco» series — Chapter 26 of 30

The Moroccan Sahara: The 2020 US Position

On 10 December 2020 CE US President Donald Trump announced United States recognition of Morocco’s full sovereignty over the Sahara — the first great power in the world to do so, within the framework of the Abraham Accords (resumption of Moroccan–Israeli relations). The United States later opened a virtual consulate in Dakhla, ahead of a physical one.

The wave of international recognitions

The American recognition was followed by a diplomatic wave: Germany (2021 CE) recognized the Moroccan autonomy initiative as a “serious and credible” effort; then Spain (March 2022 CE) — the former colonial power itself — called the Moroccan initiative “the most serious, realistic and credible basis” for resolving the dispute. By 2024 CE, some 30 countries had opened consulates in Laayoune and Dakhla, and the autonomy initiative (2007 CE) had become the international reference for a solution.

UN Security Council Resolution 2797 (2025 CE)

On 31 October 2025 CE the Security Council adopted Resolution 2797, welcoming the Moroccan autonomy initiative and extending MINURSO’s mandate — a diplomatic crowning of a path that began with the Green March fifty years earlier. (Methodological note: this chapter covers events through 2025 CE; developments after that date are outside this book’s scope.)

The 2007 Autonomy Initiative

In 2007 CE Morocco presented the Autonomy Initiative: expanded self-rule for the Sahara under Moroccan sovereignty — a local parliament, local government, local judiciary — with Rabat retaining sovereignty, defense, and foreign affairs. The United Nations and the great powers called it “serious and credible“; today it is the basis of all negotiations.

Thus, 45 years after the Green March, the Moroccan Sahara became a diplomatically settled cause in Morocco’s favor — but the story is not over: today Morocco is building the giant Dakhla Atlantic port and leading the gas pipeline toward Nigeria — the story of 21st-century Morocco, in the next chapter.
